第127回HGPIセミナー「政策を通じて人々の健康を守り、保健医療の仕組みを築く上での課題と展望」

日本医療政策機構（HGPI）では、医療政策のオピニオンリーダーやイノベーターを招き、さまざまな医療政策のテーマに関するセミナーを開催しています。

今回のHGPIセミナーでは、かかりつけ医機能やオンライン診療制度に関する施策の検討・推進を担う厚生労働省より矢野好輝氏をお招きし、医療アクセス向上に向けた諸施策と今後の展望についてご講演いただきます。また、諸課題において「保健医療および健康」に対する専門性が求められる中で、こうした施策に取り組む医系技官などが担う機能やその体制を取り巻く現状まで広範に、これまでのご経験を踏まえご紹介いただきます。

当機構においても、医療DXや医療システムの未来、医療満足度に関する世論調査など、医療アクセスの維持・向上に向けた議論を行っています。改めて最新の政策動向をご紹介し、今後の日本の医療システムの方向性について皆様と共に考える機会としたいと思います。

■登壇者プロフィール

矢野 好輝氏（厚生労働省医政局総務課 保健医療技術調整官）

京都大学医学部医学科卒。厚生労働省に入省後、保険局医療課（診療報酬改定）、医政局研究開発振興課（臨床研究推進）、障害保健福祉部企画課（障害者福祉）等を歴任。環境省、宮崎県庁、米国保健福祉省への出向も経験。2022年7月より現職。現在、医療政策の技術案件の総合調整、かかりつけ医機能の推進、オンライン診療の推進、医療広告等を担当。東京医科歯科大学大学院博士課程修了。医師、医学博士（医療政策情報学）。

The 127th HGPI Seminar: Current Issues and Future Prospects in Establishing a Health System and Protecting Public Health Through Policy

Health and Global Policy Institute (HGPI) holds seminars with opinion leaders and innovators on a wide-range of domestic and international topics related to health policy.

For this upcoming 127th HGPI Seminar, we will host Dr. Yoshiteru Yano, who is responsible for investigating and promoting policies related to family doctor services and online medical consultation systems at the MHLW. Dr. Yano will speak on various policies for improving healthcare access and share prospects for the future. Furthermore, given the demand for expertise in medicine and health in various areas, based on his firsthand experience, Dr. Yano will also introduce a wide range of the functions of Medical Technical Officers and other professionals who work on these measures, as well as current circumstances surrounding that system.

HGPI also makes efforts aimed at maintaining and improving healthcare access that include hosting discussions on topics like healthcare digital transformation (DX) and the future of the healthcare system, or conducting public opinion surveys on satisfaction in healthcare. At this HGPI Seminar, we would like to reintroduce the latest policy developments and consider the future direction of the domestic health system together with everyone in attendance.

Dr. Yoshiteru Yano (Health and Medical Technology Officer, General Affairs Division, Health Policy Bureau, MHLW)

Dr. Yoshiteru Yano is a graduate of the Kyoto University Graduate School of Medicine and Faculty of Medicine. His past roles at the MHLW include serving in the Medical Economics Division of the Health Insurance Bureau, where he took part in medical service fee schedule revisions; the Research and Development Division of the Health Policy Bureau, where he worked for the promotion of clinical research; and the Policy Planning Division of the Department of Health and Welfare for Persons with Disabilities, where his duties involved welfare for people living with disabilities. He has also been seconded to the Ministry of the Environment, the Miyazaki Prefectural Government, and the U.S. Department of Health and Human Services. He assumed his current position in July 2022, where his current responsibilities include the general management of technology projects in health policy, promoting family doctor services and online medical consultations, and medical advertising. Dr. Yano is a medical doctor and holds a Doctorate in Health Policy and Informatics from Tokyo Medical and Dental University.
