【9月15日オンライン開催・参加無料】第144回HGPIセミナー「見えないケアを可視化し、支援の未来をつくる―多様化する家族等の課題とテーラーメイド型支援の可能性―」

日本医療政策機構(HGPI)では、医療政策のオピニオンリーダーやイノベーターを招き、さまざまな医療政策のテーマに関するセミナーを開催しています。

この度HGPIでは、2026年の認知症月間・世界アルツハイマー月間を記念し、「見えないケアを可視化し、支援の未来をつくる―多様化する家族等の課題とテーラーメイド型支援の可能性―」と題しHGPIセミナーを開催いたします。

2024年の共生社会の実現を推進するための認知症基本法(認知症基本法)の施行を受けて、認知症の本人の尊厳を尊重しながら、本人およびその家族等が住み慣れた地域で安心して暮らし続けられる支援体制の構築が求められています。認知症施策は近年大きく進展していますが、認知症の本人を日々支える家族等が抱える負担は依然として大きく、こうした課題への対応が引き続き求められています。

そこで今回のHGPIセミナーでは、家族等のケア負担や心身の健康に焦点を当て、涌井智子氏(東京都健康長寿医療センター研究所 福祉と生活ケア研究チーム 准主任研究員)をお招きします。家族形態の多様化に伴うケアラーの属性や課題の変化、ICT(情報通信技術)を活用したテーラーメイド型の家族支援プログラム「Care-VIP」等の知見を踏まえ、認知症の本人と家族等が生活の中で抱える困難や課題を整理した上で、両者がそれぞれ自分らしく暮らすことができる共生社会の実現に向けて、今後の日本の認知症施策とケアのあり方についてご講演いただきます。

(Webinar) The 144th HGPI Seminar “Visualizing Hidden Caregiving and Building the Support of the Future – Diversifying Family Structures and the Potential for Tailored Support”

To commemorate Dementia Awareness Month and World Alzheimer’s Month in 2026, Health and Global Policy Institute (HGPI) will host an HGPI Seminar titled, “Visualizing Hidden Caregiving and Building the Support of the Future – Diversifying Family Structures and the Potential for Tailored Support.”

Fulfilling the vision of the 2024 Basic Act on Dementia to Promote an Inclusive Society will require building support systems that honor the dignity of people living with dementia and their families and ensuring they can continue living in familiar communities with peace of mind. Although there has been significant progress in dementia measures in recent years, addressing the major burdens still felt by the families of people living with dementia and others close to them will require ongoing and targeted efforts.

While people living with dementia became eligible for a certain degree of support with the introduction of the Long-Term Care Insurance System in 2000, their family members and others close to them continue to take on a variety of roles that public systems cannot cover. Referred to as “unnamed long-term care” in Japan, these duties include making arrangements with services, providing accompaniment to medical visits, and maintaining a watchful eye and caring attention in everyday life. Providing “unnamed” or informal care creates significant physical and mental burdens for caregivers.

Within this context, this HGPI Seminar will feature a talk from Dr. Tomoko Wakui (Associate Principal Researcher, Research Team for Human Care, Tokyo Metropolitan Institute of Gerontology) on caregiving burden and physical and mental health for family members and other caregivers of people living with dementia. Drawing upon knowledge obtained through initiatives such as “Care-VIP,” a program that utilizes Information and Communications Technology (ICT) to provide tailored family support, Dr. Wakui will share difficulties and challenges in daily life faced by people living with dementia, their family members, or other caregivers based on changes in caregiver characteristics or challenges that have emerged as family structures become more diverse. She will discuss how Japan can best design its future policies and approaches for long-term care to build an inclusive society where people living with dementia, their family members, and other caregivers can all live true to themselves.

登壇者

涌井 智子(東京都健康長寿医療センター研究所 福祉と生活ケア研究チーム 准主任研究員)

東京大学大学院医学系研究科健康科学・看護学分野博士(保健学)。2013年より現職。公衆衛生学・老年社会科学を専門とし、要介護高齢者とその家族が介護を担う生活の中で抱えるさまざまな課題を研究している。近年は、家族介護者への介護定量化支援プログラムの構築や、要介護高齢者と家族のための災害準備支援の研究に従事。研究成果をもとに、家族介護者支援のためのプログラム実装や地域での活用にも取り組んでいる。

■Speaker's Profile

Dr. Tomoko Wakui (Associate Principal Researcher, Research Team for Human Care, Tokyo Metropolitan Institute of Gerontology)

After earning a Ph.D. in Health Science from the Division of Health Sciences and Nursing at the University of Tokyo Graduate School of Medicine, Dr. Tomoko Wakui assumed her current role in 2013. As a specialist in public health and gerontological social science, Dr. Wakui’s research focuses on the various challenges in daily life encountered by senior citizens certified as needing long-term care and their family members who are involved in providing it. Her efforts in recent years include establishing a support program to quantify long-term care provided by family caregivers, and conducting research in disaster preparedness support for senior citizens certified as needing long-term care and their families. She is also promoting the implementation of family caregiver support programs based on her research findings as well as their use in communities.
